Sergei Vyacheslavovich Belyakov is a Russian government official, former Deputy Minister of Economic Development, and past Director of the St. Petersburg International Economic Forum (SPIEF) Foundation. A graduate of the FSB Academy, he later moved into high-level economic administration and international forum management, where he oversaw SPIEF’s efforts to attract global business and political figures. Beginning in 2014, Belyakov developed a sustained advisory relationship with Jeffrey Epstein, communicating regularly and exchanging professional favors that expanded Epstein’s access inside Russia.

From 2014 to 2019, Belyakov assisted Epstein by facilitating visas, arranging introductions, and granting access to Russian officials and institutional networks. Epstein, in turn, helped recruit Western participants for SPIEF, including prominent technologist Nathan Myhrvold. Their correspondence shows Epstein acting as an informal connector between Western elites and Russian state-affiliated institutions, while Belyakov used his position to smooth Epstein’s logistical and political pathways in Russia.

In 2015, Epstein contacted Belyakov for advice on resolving the Guzel Ganieva matter involving Leon Black. Belyakov’s reply referenced the use of “administrative resources,” a Russian term widely understood to mean leveraging government power or pressure to influence an outcome. The exchange underscored both the nature of their relationship and the extent to which Epstein felt comfortable seeking tactical input from a Russian official with security-service training.

Belyakov’s role within Epstein’s network highlights a little-examined dimension of Epstein’s international relationships: direct cooperation with Russian state-linked figures. His background, government rank, and FSB training made him an unusually positioned interlocutor, and his willingness to assist suggests a reciprocal relationship that blended personal access, state-adjacent authority, and international influence-building.
