Luchansky (born in 1945 to a Jewish family in Latvia) was recruited by the KGB and assigned to set up an international network of companies. Following that, he founded Nordex in 1989, with headquarters in Vienna and subsidiaries all over the world, including Switzerland. The company officially traded in raw materials from Russia and other CIS countries.

The company was implicated in corruption liaisons, fraud, money laundering, and arms trafficking on multiple occasions, until it finally became impossible for it to continue business operations.

Luchansky allegedly moved billions of dollars out of Russia following the Marc Rich model: purchasing Russian commodities at below-market prices, selling them at high prices outside Russia, and locking up profits offshore. His business dealings were complex, requiring dual money flows for telecom transactions and financial oversight from Kevin Maxwell to feel comfortable with the structures.

Luchansky played a significant role in Latvia privatization deals and served as a business "roof" for Hatt's mobile telecommunications operations.

Political Connections

In 1995, Luchansky met President Bill Clinton through a meeting arranged by Kevin Maxwell and Ghislaine. This connection took on additional significance when Clinton pardoned Marc Rich in 2001.

Epstein Network

Luchansky's connections extended into the Epstein network through the Maxwells. He attended social events including a polo match arranged through Sarah Ferguson.

Clinton's ties to Epstein were documented through numerous White House meetings with Epstein's special assistant Mark Middleton throughout 1995.
