Cecile de Jongh is a former First Lady of the U.S. Virgin Islands (2007–2015) and longtime office manager for Jeffrey Epstein's local operations in the territory. Married to Governor John de Jongh, she ran Epstein's USVI office and coordinated logistical, financial, and governmental matters tied to his entities in the Virgin Islands.
Civil suits filed by the USVI government describe de Jongh as a key facilitator who handled staff payroll, school tuition payments for children of Epstein's island staff, and regulatory correspondence. Her position as both First Lady and Epstein's office manager gave Epstein's network a measure of local legitimacy and facilitated his operations in the territory.
